Background

Party: Alliance for Democracy and Reforms (1998–2001); later Our Moldova Alliance (2003–2011)

Serafim Urechean was born on 2 February 1950 in the village of Larga, Briceni district. He graduated from the Chișinău Polytechnic Institute in 1974 and attended the Higher Party School in Leningrad (1983–1985). He worked as an engineer in Briceni, then held party and executive posts in the Briceni and Anenii Noi districts, and from 1987 to 1994 worked at the Federation of Independent Trade Unions of Moldova. He sat in Parliament from 1990 to 1994.

From 1994 to 2005 he ran Chișinău as General Mayor. In February 1999, after Prime Minister Ion Ciubuc resigned, President Petru Lucinschi put him forward for prime minister; lacking enough support in Parliament, Urechean withdrew, and Ion Sturza was designated on 19 February.

He led the Independents' Alliance (2001) and the Democratic Moldova bloc, which won 34 of 101 seats in 2005, after which he left the mayor's office. He was First Deputy Speaker of Parliament (2009–2010) and President of the Court of Accounts (2011–2016).

After office

He stayed General Mayor of Chișinău until April 2005, led the Our Moldova Alliance and the Democratic Moldova bloc, served as MP (also 2005–2009) and First Deputy Speaker (2009–2010), and was President of the Court of Accounts (2011–2016); in 2015 he ran unsuccessfully for mayor of Chișinău (about 3%).
